0003192: Http should be changed to https in master ban message

Description

If you are master banned and try to join a server you get answer:

"If you feel this is in error, you may contact the staff at'http://zandronum.com/forum/" [^]'

It's not http guys anymore. it's https. Someone can use web browser that does not support https (lynx) and get confused.

Steps To Reproduce

First you need to get master banned. how to do it?

Have different opinions with staff.
Be a good guy.

After you get master banned try to join a server.

It was happening on linux generally.
